Joel Lange, executive vice president and general manager of Dow Jones Risk & Research, discusses whether previous U.S. technology sanctions against China have been effective, and how the artificial intelligence landscape is shaping up now.
Various sanctions against China have been in place for a number of years, many of them imposing export controls with a particular focus on items with military application. On the technology side, the U.S. has sought to bar China from access to sophisticated microprocessors while working to develop its own domestic production base.
Much of the controversy over access to technology today revolves around AI. China recently shocked American AI companies with the release of its DeepSeek chatbot, apparently created with far less of an investment than that of its U.S.-based counterparts. The appearance of DeepSeek suggests that the sanctions previously imposed by the U.S. against China have fallen somewhat short of their intent. The controls “may have been too little too late,” Lange says.
U.S. lawmakers are moving to pass even stricter controls on China. A new law proposed at the end of January, the Decoupling America’s Artificial Intelligence Capabilities From China Act, seeks to broadly prohibit U.S. imports and exports of AI technology, especially generative AI, to and from that country. It would also place strict limits on access by foreigners to American research in that field. Violators would be subject to heavy fines and even jail time.
“We expect the rhetoric and actual regulations to ramp up,” Lange says. “It’s a callout to research organizations that this information cannot end up in the hands of the Chinese.”
He doesn’t see a clear winner in the AI race. What we might see, he says, is a “bifurcation” of internet content, separating information available to consumers from that relating to military applications, protected intellectual property and national security.
