Montenegro airports concession in turmoil

The process to select a concessionaire for Podgorica and Tivat airports has been thrown into disarray following the resignation of three members of the tender commission. The departing members, including the Prime Minister’s advisor and two representatives from the Ministry of Finance, cited concerns over possible irregularities, undue influence on certain commission members and unequal treatment of the bidders. The commission had been expected to select the future operator by next Monday. Final bids have been submitted by South Korea’s Incheon International Airport Corporation and Luxembourg-based Corporación America Airports, which manages several airports across South America. The process has been further complicated by comments from Serbia’s Finance Minister, Siniša Mali, who earlier this week said that Serbia is interested in participating in the concession and is prepared to invest twice the amount proposed by the two current finalists. Furthermore, according to unconfirmed media reports, external consultant International Finance Corporation (IFC), which is part of the World Bank, believes that the principles of the tender process are being seriously violated and is reportedly withdrawing from the entire procedure.
